Founded by two longtime members of the water community, SmartCover® was formed to provide real-time, continuous sewer monitoring to eliminate sewer spills, optimize maintenance, detect storm water inflow and infiltration and prioritize and optimize capital repairs.

The SmartCover leadership team consists of professionals with experience spanning engineering, software development, system integration, sensor technology, sales, customer service and marketing.

Kim Stoll – General Manager

Kim Stoll is the General Manager of SmartCover, a brand of Badger Meter. Kim initially joined Badger Meter as Director of Utility Marketing and was promoted to Vice President of Marketing the following year. Her role later expanded to include leadership of the sales organization. Today, Kim oversees all SmartCover activities, including strategic planning, operational execution, financial performance and organizational leadership, as well as Badger Meter’s overall customer support initiatives.

Before joining Badger Meter, Kim worked at Rockwell Automation and practiced law with two Milwaukee-based firms: Reinhart Boerner Van Deuren and Beck, Chaet, Bamberger & Polsky. Beyond her corporate responsibilities, she serves on the board of the nonprofit Milwaukee Women Inc. In 2017, she was recognized as one of the Chief Marketing Officers of the Year by the Milwaukee Business Journal.

David Rees – Senior Director, Technology

David Rees is the Senior Director of Technology for SmartCover, bringing more than two decades of experience in software development and engineering. His expertise spans real‑time online transaction processing, system architecture and user interface design.

David’s career includes leadership roles at organizations such as Sportech, eBet Technologies, SAIC and EarthKAM, where he ensured high system availability and performance under demanding customer loads, minimized downtime and maintained strong customer relationships.

At SmartCover, David oversees the engineering department and contributes across all areas of product quality, value engineering, software development, user interface design, systems engineering and technical management.

Colin Middaugh – Senior Director, Sales

Colin Middaugh is the Senior Director of Sales for SmartCover. In this role, he is responsible for driving and accelerating company growth through strategic planning, market development and the expansion of innovative solutions for SmartCover. Colin oversees SmartCover sales strategy, coordinates regional initiatives, negotiates contracts and collaborates directly with customers to deliver tailored solutions that meet their operational and organizational objectives.

Colin joined Badger Meter in 2018 after serving as a Client Partner at Verizon, where he led sales growth within enterprise accounts. Since joining Badger Meter, he has held several key positions, including Director of Sales (Eastern Region), Solution Architect,and Utility Solutions Manager. In these roles, he partnered with utilities to optimize revenue, enhance operational productivity and strengthen customer service capabilities.

Brogan Quist – Director, Sales

Brogan Quist serves as the Director of Sales for SmartCover, overseeing all outside sales operations and coordinating a broad network of account managers and channel partners across North America. His responsibilities include strategic planning, execution and continuous refinement of sales initiatives to support the long‑term objectives for SmartCover. Brogan draws on his extensive industry background and leadership experience to drive alignment and performance across the sales organization.

Brogan has more than 15 years of experience in the wastewater and technology sector. He began his career in 2008 installing and maintaining SmartCover monitoring devices in the field, giving him a deep, hands‑on understanding of the company’s technology and customer needs.

 

Drew Arner – Manager, Customer Care & Support

Drew Arner is the Manager of Customer Care & Support for SmartCover, where he oversees the company’s installation and customer support operations. His background in logistics and operations has been instrumental in advancing SmartCover processes, systems and automation for installation and case management across thousands of field units throughout North America.

Drew’s role drives cross‑departmental coordination among sales, delivery, quality assurance, finance, administration and account management.
