BACKGROUND

West Branch Regional Authority (WBRA) owns and operates a regional sewer system in Lycoming County, PA, about 130 miles northwest of Philadelphia. The authority was formed in 2010 after several utilities united for a regional approach to wastewater management and to address numerous challenges, including aged and failing sanitary sewer infrastructures and federal requirements to clean up the Chesapeake Bay.

Currently the Authority’s sewer division services more than 2,500 customers and treats more than 1.3 million gallons of wastewater a day (MGD). The sewer collection infrastructure includes 61 miles of gravity sewers and force mains to move wastewater to a central treatment plant, 1,100 manholes, and 12 lift stations.

SUMMARY

WBRA is now able to monitor wastewater level and flow and prevent SSOs. They have improved cleaning schedules and response times to reduce the risks of flooding and sewer backups.

By identifying potential problems early, WBRA has significantly lowered the cost of reactionary clean ups and the cost of repairs and overall operations a its central wastewater treatment plant.

Avoiding fines from the Pennsylvania DEP has been another cost savings. Today, WBRA is recognized as a proud steward of local waterways in the Chesapeake Bay watershed.
